Seems whenever I try to quote a reply, I can't.  All I get is a small pop up stating retrieving quote and that's it.  Nothing happens.

I seem to have found my problem.
 
I checked " Show WYSIWYG editor on post page by default. "
 
and the problem cleared up.

Yea, by default quoting just puts the quote into the quick reply box at the bottom for you to type your reply in.
