But just watch, that's not going to happen to the "good bowlers."  As soon as the golden children don't get the squads they want, they're going to grumble about it.  I DO like this idea because like Pinbuster pointed out, how do you REALLY penalize someone for slow play?  9:30pm is not an optimal time in your body's sleep schedule, especially if you come from a different time zone, so bowling at 5/5:30 is the best time for peak performance, generally speaking.  This IS about the best solution I can think of.  Bowl faster, or you're bowling the red eye next year.  Any other penalty would likely be too excessive. 

HOWEVER, why have a rule if you don't enforce it?  Most of the time the penalty DOES need to be excessive enough to make people follow the rules.  If it's stated in plain English what the penalty is, and someone incurs it, that should be the end of the discussion.  The PBA has a shot clock, first infraction is 100 bucks, second and thereafter is 500 a pop.  That's a crapload of money, especially for a professional bowler, but rules are rules, and if it was a slap on the wrist, they'd take advantage. 

What should the penalty be if you are slow?

Right now it sounds like you will be tagged as slow and assigned to late squads in future years where you might not slow another squad down.

If you are late and no breakdown caused it should there be some penalty for that tournament?

Being tagged and banished to a late squad in the following year seems appropriate. Realistically, punishment in the current year would probably be impractical.

we bowled the 830 minors shift and didn't walk out  till 945. didn't even feel like bowling.

The only way to really make it stick(barring something like a Pinsetter breakdown) is when the allowed time expires, you are done bowling. Your score stops at that point. You can bet your ass that people will finish on time in that case.

That's actually my opinion.  Don't have rules if you won't enforce them and make the penalty stiff enough that people will actually follow them, otherwise there's no point.  I'm TRYING to err on the side of reasonable, but my genuine opinion is hit them and hit them hard, otherwise no one will care.

Say you don't have a companion team and get paired with snails. Someone would need to make the determination that you were not slow or your team would get the penalty just the same as the snails.

The scoring monitor should be able to tell easy enough which team is the problem.

Its about being respectful and mindful of peoples time. If Im slated to start bowling at 845, I better be on the lanes at 9 at the latest. I am VERY DEMONSTRATIVE AND VOCAL IF THIS DOESNT HAPPEN. Ive went as far as going back to my room and waiting in past years. I have no patience for this nonsense.

The OC next year will only have 48 lanes.  They will have 2 team events and three doubles and singles squads.  The last doubles and singles squad will start sometime around 10:30 which will probably make your finish time around 2:00 AM to 3:00 AM.  Sounds like a lot of fun.

Yes, I just discovered this today.Our group hasn't bowled yet  (April 27, 28) in Vegas, so I went online to see availability. I guess I waited too long, most of the S & D squads at 230pm are sold out already,meaning you'll have to bowl at 7am or 1045pm....ugh.

This is the peril of not having the tournament at a larger venue. Years ago, in Corpus Christi, we didn't get done with our 930pm squad till 1am, and there wasn't a bar/restaurant open anywhere nearby.
