I have not been able to find an answer to my question: Can a league adopt a rule
to not allow a prebowl or makeup for their sweeper?

A league CAN adopt a rule prohibiting team unopposed bowling, however a league CANNOT adopt a rule that prevents any pre or post bowling under certain circumstances.  See rule 111b.
