I know a lefty that wants a ball to get down the lane with a nice backend motion. And he was wondering if it would be better to get it drilled next or above the fingers.

I would say a pin over drill.

pin over will give you the best length, but there are a lot of factors that come into play.  

Talk to your local pro shop guy so he can get a feel for your rev rate, ball speed, tilt...all these things will help determine a good ball.
