I'm assuming it's the same company that makes the Streamlines and Rolling Thunders for Storm. Does KR make these bags?

I highly doubt that it is KR that produces the bags for these companies, but I cannot say who does because I dont know. But i can say that the storm/roto bags look nothing like typical KR stuff

I have had RG 3 ball rollers and currently have a Storm Rolling Thunder 3 ball bag and they are made by the same company. The base are exactly the same. I also agree, they are not made by KR.

Aren't they made overseas? I'm thinking China, but not exactly sure...

I am not sure about that but I do know the Storm Rolling THunder series roller bags have a 5 year manufacturers warranty.
The Streamline series rollers have a 1 year warranty.

They are made in Korea. They have been the same company for a couple of years now.
