In order to make the ball completely white, do you just sand it to the point the cover comes off or what?

Yup!

It's basically just a thin picture applied to the outside of the ball. Basic resurfacing technique should do it.

does this mean that after a while any vis-a-ball will lose their picture?

If you've ever seen a visaball nick, you will see that the nicks look white. The picture is pretty deep, and basic tracking will probably not take too much of the picture off.

As long as they meet the diameter specs, yes they are.
