 PROBABLY 1992.

 Could be 1982 though.

 The 2 at the beginning of the serial number denotes a year that ends in a 2.  The white dot series had changed looks and logos by 2002, so it has to predate that.

 In all honesty, there really isn't any way to actually tell. The B has a significance too, maybe a month code, but I don't know that the rest of the numbers are anything but sequence numbers.

I can't tell for sure in this picture, but it looks like the bigger dot to me, which would make 1992 correct. 1982 still had the smaller white dot.
