Title: Extra holes after August 1st

I have given some of my old equipment to people on our high school team in the past.  My question is, if I give a ball with iT in it, could 2 hander just put a slug in ball or does it have to be plugged?

It would need to be plugged if they don't use their thumb.

I think an undrilled slug glued in the IT would leave a void in the ball which I don't think is legal.
