I am a high tracker and i remember reading something about weight hole being placed somewhere to lower the bow tie.  Where exactly does it need to be placed.  Also if i already have an existing weight hole, is it possible to plug it and drill a new weight hole?

Yes, you can plug a weight hole and drill a new one somewhere else.  Is it exactly like drilling it in the new spot to begin with?  Not quite, as plug and ball are not necessarily the same density.

Lower holes raise the bowtie, that's one of the points of the hole in a RICO drill.  Conversely, higher holes should lower the bowtie.
