I have a blank Primal Instinct and V2 Sweet. Any suggestions on how to drill them up?

Me:
PAP 4 3/4" right and 1/4" up
speed: 17 mph
Axis tilt: 45 degrees
ANYTHING ELSE NEEDED LET ME KNOW
