approved test balls?

i saw on the approved list there is an h1, h2, and h3 (not the hummers) and they are the same colors as the rip'd balls. i was wondering if those are test balls or overseas with a different name.

Not sure why a company would submit test balls to the USBC for approval. Just figure out which will go into production and then submit the ball. Probably some specialty situation.
