League issue

Hi guys just like to know your opinions on this issue.

Does any Bowling congress have the right to be acknowledged or to be in position to allow / banned any league? Also, do the organiser have to request permission from the Bowling congress? The league is going to be organize by the local Bowling center owner/manager.

All they have the right to do is not sanction the league. It is the center's choice if they want the league there.

I'm not sure where you are going with this.  Should a bowling congress be allowed to ban a league?  If the league adopts rules that are in direct violation of the USBC rules, then they have the right to refuse sanction.  If that is what you call banning the league, then yes.

The purpose of the USBC, or any sport governing body, is to provide some consistency to the sport.  So if a league chooses to violate the rules and bylaws of the governing body, then the governing body has a right to refuse to acknowledge the league. Just MHO

USBC can, will and has banned certain people from obtaining sanction cards. But They can not ban a league per se. They can not allow the league to be sanctioned with USBC thus not giving them honor scores. But this does not mean that a person can not obtain a sanction card through another league or the internet. This will still allow the person to bowl in tournaments that require a USBC sanction card.

there are a lot of non-sanctioned leagues out there, the USBC has absolutely no say in any of these leagues.  Honor scores shot in those leagues get no USBC awards, and those averages don't count towards tourny averages.  

The USBC has no ability to ban or allow leagues, but each league needs to decide if they want to be sactioned.  Anybody can form a league if they find a bowling center willing to host it, which is not difficult in most cases.  If you want to start a sanctioned league, the local association should have packets with applications.  There are general rules involved in setting up the league since the USBC bonds the league funds, and expect the league to comply with their rules, but as long as you follow their guidelines, there won't be a problem.
