Title: American Flag in every center ?

Anybody know why theres always a flag in corner of the center ?
No matter what cenetr/alley I've been in, the flag has always been hangng up in the a corner of the center.

Any idea why the corner ?

I think there should be a flag in every center. But I have been in a few that have not had one. But the ones that I have seen, are either in the corner or the center of the masking units...
