Are X-out balls legal in usbc?

On some of the online pro shops, I’ve seen a ton of X-out balls. Are they even legal to use on usbc leagues and tourneys?

Yes. As long as they're on the approved list which also includes overseas releases. They are good to use

X-out is generally for mid-weight, color blem, extreme pin-cg distance, or cg extremely out of line

Awesome. I’m just being so extremely cheap about this ball. Something big and solid but so condition specific it’s not worth the crazy amount high end balls are worth. I’ve been seeing a lot of x-outs on good balls for cheap.

Should I reach out to them and see what would make it x-out

I don't know where you are looking at a 2nd ball but on ebay, some of the sellers will list the reason why.  Here are some examples:

This ball is 14lbs. 3oz.  with  26 top and a  2-3 " pin and the cg is 1/2" left of the pin/mb line.  This ball is  a factory second only because of the size of the pin being larger than normal.............

+1 on X-outs.  Absolutely love light 16 on my x-out Purple Hammer.  Visually has more pits than ideal but scores I have put up with it so far means DGAF.  Saving $45 on a new ball nobody discouts is ka-ching.

 Yeah, got a deal on eBay on a black quantum 2nd. Only thing wrong with it was when it cured, it had a few very small pinhole sized spots on it.
 Ball had great specs, and for $65 shipped, I couldn’t pass it up. 🤓

Got a Katana Slash X out on EBay . No problems works very well.
