Flaring over Finger and Thumb Holes

There is a two handed bowler at my center that has flare rings over his finger and thumb holes on his ball. He throws real fast (probably around 20 mph) and has super high revs. Its interesting, I don't see the ball jumping or anything. He has a real high average and does very well.

Is this a normal thing for two handed bowlers?

He is truly amazing to watch.

Yes because you eliminate the thumb from the delivery,  the track can be manipulated.
