BOWLING SHOES?????

Is there a rule reuquiring a bowler to wear bowling shoes? We have a guy in our league who wears his allstars (different color each week) with a sock on his slide foot. Personally I think he should be wearing bowling shoes and not some shoe that might scuff the approach and affect another bowler . If someone has the rule handy , I'd like to see it please . Also, I always thought that applying something to the bottom of your shoe (i. e. powder or ashes) to make you slide was illegal because you were tracking the substance onto the approach. Is this correct or incorrect?

There is a rule about applying substances to your shoe that ends up on the approach and changing the conditions.It is illegal.
 Also there's a rule about marring the approaches.hat's also illegal,but I'm not sure about being "required" to wear bowling shoes.
