circular cracks

I buy my equipment at a pro shop but lately on a couple of balls around the ring finger this happens. My driller always replaces them but what causes this are the balls being made cheaper.

drills not sharp enough or too much super glue or combination of the 2

 Seems you are talking about what we used to call "stress" fracture. It seems to follow the contour of the drilled hole. From what I understand about this type of "cracking", pbballdoctor has already explained about dull drill bits and too much superglue.

 I don't understand your question. Balls are always manufactured with an eye towards saving money if possible.
 It is a balancing act for ball makers these days, trying to make as good a product as possible, while trying to save as much money as possible.

Glue has a lot to do with it. I went away from inserts in 2000 and have had zero crack from the fingers, and two from the thumb. I do still use thumb inserts. I drill roughly 10 bowling balls a year. My brother still uses inserts and drills 4-5 balls a years and easily has 1 in 3 crack around the fingers at some point. His plastic ball that is less then a year old is cracking around the fingers and from the thumb.

It's always a good idea to bevel the finger holes before putting in inserts. If this isn't done, the ball will be 47% more likely to crack. Also, 65% of all statistics are made up.

I do the same with glue on my thumbslug as does my brother on his finger inserts. He still has several crack from around the fingers.

Both I and my driller glue just 2 small spots on either side of the insert without bothering to see if it's down into the filler. In the 25 years in which he has drilled my balls and for the last 12 years where I have replaced my own inserts, I have had only one ball crack around the fingers. He drills slowly, with sharp bits, he always bevels every hole and we use very little glue. In that time, I have probably had him drill 150 balls easily. The only one that cracked was a Storm Ice Storm spare ball which hit the bridge at the edge of the gutter, while throwing at a spare.
