Should there be a known sandbagger list?

If we know somebody is true sandbagger, is there a way to get the USBC to note it so that they will have to bowl scratch at any USBC sanctioned tourny?  I know entire teams of sandbaggers, who constantly cash and win tournies due to their sandbagging.  I've seen them in leagues when they bowl each other, spend the night trying to pick the big 4 off of full racks, or even against other teams dumping repeated balls in the gutter after winning a game.  (These guys would be legit 220+ average bowlers who carry book averages of around 180).

The league they are in tolerates it because they are the league officers.

They are not youngsters who have improved their game, but long time seasoned vets that never bowl more than 18 games in any league but the league where they establish their average.  

The local association knows about it, but won't do anything about it.

Our association rerated a whole pack of them two years ago.  We had a hearing, presented gathered information including their tournament results and submitted them to USBC with our recommendations for rerate.  USBC upheld them and they are now rerated.

Looks like it's possible.  Although it looks like it would take people who knew these sandbaggers and would require them to gather all the information on them to have them re-rated.  So, If you know of someone who is sandbagging and you have past Tourny records and other info, turn it into USBC.

Good info to know, one of these teams won a state tourny last year, and they repeatedly cash in most places.

No, it would be impossible to judge.   Sandbaggers should just be shamed as they dishonor themselves and the game.  Half-assers

It takes time because you have to track their scores from tournaments, not just one here and one there.  But you have to prove that they have developed a pattern.  For example bowler bowls/subs in 8 leagues and averages no less then 220 but never reaches 21 games before quitting the league.  Only league the bowler continues in is the lowest average one and then that you are pretty sure is artificially low.  After this happens a couple seasons, its a pattern.  

You can't just Nationally rerate someone because they happened to bowl well in a couple tournaments.  Then the hearing, the bowlers notified and hopefully in attendance, then all info goes to USBC where they make the actual call on what will happen.  Its not an easy or quick process.
