I coach kids every Saturday morning. If he can hold the ball to throw its ok. If not don't drill the ball leave it holeless and let him throw it that way until he develops the strength to throw it the right way.

Yes, purchase the ball and do not drill it. I would not purchase shoes for him until he gets bigger or gets to a competative point where the rentals are hindering him. You would end up buying 2 pair a year.
