I believe he is just blowing smoke but I am no expert, just a bowler who has had several run-ins with people saying that something was against USBC (or ABC) rules and I have learned that whenever they say that, just ask them to show you where in the rulebook.  Most times they can't and the other times it is a mis-interpretation issue.

As for drilling certification, there is an outfit that provides the training and certification for proshops.  Here is the link for that:

Oh, and when we did have a proshop in our local center where I bowl, we had both good and bad drillers.  So just drilling in a proshop is no guarantee of quality, you have to shop around and sometimes you will find a better driller in a home.

It's pretty sad. We have 4 bowling alleys in our town. There are two pro shops. The one run by the guy I was talking about which has every bowling innovation known to man and another one that is run by a super guy but his equipment is probably older than what I have. If the guy who's such a prick would just treat his customers like customers, he could have the business of all 4 bowling alleys. Instead they are calling me or driving 3 or 4 hours elsewhere.
