What makes a bigger impact on a persons Track/PAP? axis tilt or axis rotation
The reason I am asking is my track is so close to my thumb hole that I sometimes have it go over the thumb hole and would like to lower mt track about an inch.

Axis tilt. Try to come up the side of the ball with the fingers instead of up the back so much. I have the same problem, and it's proving to be difficult to cure.

Axis tilt or the lack of it, is what makes the ball track where it does. You can throw any amount of axis rotation and you will track in about the same place. It's not a big deal if you never track any lower. It's a little hard for me to help you change your tilt without me being there but you can try one little trick. Try rolling the ball more with your middle finger and less with your ring finger. Sometimes that will cause some bowlers to tilt the ball a little.

Since you are a high tracker I would imagine that you put your pins at or above your fingers.  Since this typically adds a good amount of finger weight depending on a balls top weight and pin/cg distance there is another way to move your track.  I would try an experimental ball where you drill a weight hole on your axis line about 3 inches below you midplane.  I tried a friends ball drilled like this and it raised my track enough to make a difference.  Just a thought!
