When does the PBA, WPBA, or College return to ESPN or any televised coverage ?

It won't, at least to ESPN.

IIRC, The PBA announced that they are moving coverage to Fox Sports starting in 2019.

As far as Collegiates and the PWBA go, they went with CBSSN. The schedules for those are over at bowl.com. A quick search gives me this:
