typically when i bowled tournaments that worked like this, handicap was always the first division u went into. Even if u had 0 handicap, u went in the handicap side if u were high enough to be on the list. The scratch side was almost always the lower sets bowled. This helped thin out the handicap side, giving a bit more of an advantage to people actually bowling well, vs people with tons of handicap.
Basically, if a 170 average bowler shoots say....650 scratch, & roughly 760 handicap. If for some reason the handicap sides cut is 761+ but the scratch side is under 650, he will make the scratch side.
As for a scratch bowler, if his scratch 750 beats all handicappers, he will definately lead the handicap side, leaving 4 full spots to go into the finals from the scratch board.
IMO best case scenario is that the handicap board is full of the top 4 scratch bowlers, & the scratch board is the next 4 scratch bowlers. That way no matter who wins, its a better bowler, & definately not a sandbagger.
