To stand on the last row of dots, take one small step and unleash the ball?

The ball would sail on the approach. It would burn out and hold to the pocket. If you are challenged by oily heads, you can rev the piss out of the ball on the approach because there is no oil there, except for the oil and dirt you leave all over the approach from the ball.

I’ve seen a few handicap league bowlers who only take one giant step from the back of the approach and then heave the ball down the lane almost making the foul line before touching down.

I’ve also seen bowlers who stand at the foul line, have a normal arm swing, and simply shuffle their feet in place and never really move.

So any delivery that stays behind the foul line is legal. The proprietor may not like balls rolling on their approach but it is legal.

The question to me always comes down to, why do it? You are effectively making the lane longer magnifying your mistakes and making the game harder.

Instead of trying to hit a pocket 60 feet away the pocket may now be 70 or 75 feet away.

Plus it is difficult to develop enough ball speed when you are essentially standing still.

Imagine doing this in a league. I'm sure the teams would just love oil residue all over the approaches.

If it's a USBC league they may be able to argue that you are defacing the approaches.

"Includes, but not limited to" leaves plenty of room for interpretation.  A normal condition would not include residue left behind from the ball or oil, IMO.
