The same way you get good at anything:
1. Learn the right way to do it.
2. Practice
3. Practice
4. Practice
5. - 742. PRACTICE!

I think the best thing you can do to get more consistent is to have a very strong concrete pre shot routine.  This  means absolutely everything the same set up every time.  That's for starters.  If you have not thought about your pre shot routine then it can probably use some polishing.

Its got to be the same, from how you pick up your ball from the ball return, any towel action, how you relieve youself of the towel, how you approach your mark on the approach etc.....it all has to be the same.  If any part of that routine gets out of place for any reason you need to back off and reboot the whole process.  When you do not reboot, due to not knowing your pre shot routine was interrupted or you just ignored it as something that didn't matter, its in the back of your head as a distraction.  You will almost always fail to execute under those circumstances.  Even if I have an itch or a piece of clothing is trapped (like a sleeve or pant leg), I stop and take care of that, then reboot my pre shot routine.

Because once you have this pre shot routine down so that it doesn't require any thought at all, then its like a comfortable blanket that you can rely on, while you are working on other things.

When I am "spraying" or in other words, not being consistent, I always try to go back to that pre shot routine and make sure I feel absolutely comfortable when I take those first steps.
