Jack Biondolillo was the first to do it on the PBA Tour if I'm not mistaken, but I seem to remember him not being the first in television history.

Jonny Gunther was second in San Jose, 1969

Stefanich was third in 1974

I found a reference to Steve Nagy, throwing the first televised 300 game in 1954.

I also found the Grazio Castellano reference in 1953...

Wonder which is correct?

Stefanich shot it on two different pairs.  The right lane broke down on the TV pair.

I think I remember that the ball was drilled pin in palm also. Gee Ric you have been drilling balls a long time. LOL
