rev rate vs. ball speed

how important is it that 2 things match up?
im not talking extreme differences, just more of the common types i tend to see.
knowing also that the higher rev guy will tend to show a slower speed on the lane because of how the speed is measured.

 #1 - 250 rev and 16 mph, should i try to increase my rev rate or slow my ball speed down?
Or can i just stay where im at and adjust with stronger layouts and more surface?

# 2 - 400 rev and 15 mph?

guessing in case #1 that it would difficult to slow the ball speed down and not very practical

i would think in case #2, you would want to increase your ball speed to get the ball through the heads better and store more energy.

thoughts?
do the elite players have these 2 items that match better than us average joes or is this not that big a deal

I need to find a way to up my ball speed quite a bit lol
