Modification to ten pin rule?

Is it possible for a tournament to modify rule 319a (item 2) to use a number other than 10 (say, maybe 15 or 20 pins)? Just curious because I haven't seen anything in the rulebook that says a tournament director could or could not do this (other than simply stating that it does not apply at all).

 I believe it's up to each tournament if they go by the ten pin rule or an amount they decide on. At the WI State Tournament, I believe 15 pins is what they use.

The following conditions apply to averages in handicap or classified tournaments, unless the tournament rules state otherwise, except that only USBC league averages shall be accepted. (See Rule 319c for average adjustment.)


It is definitely possible for a tournament to use a different number as long as the rules state it
