Keeping pins low

I would like to know how this is achieved. I've watched Ryan Shafer and the commentators say how he keeps the pins low and he is able to do that because of the way he releases the ball. He "mixes" the pins very well but how?

I believe it's done by the axis tilt, correct me if I'm wrong though.
