"At the office" and "without being put into Winlabs" implies that it was your local association who didn't do their job, not the USBC. Just puttin it out there.

I got an email last Wednesday thanking me for joining USBC so I'm assuming that means they finally processed my membership. No card in the mail yet though.
In a different association I threw an award score last Friday night and by Sat. at 8pm I had an email congratulating me on my achievement from USBC.
So based on these two things I'm thinking the local association has a lot to do with how fast most things get processed. USBC can't process them if the local association sits on them a while.

League secretaries and local associations are more to blame than USBC. But it's not as popular to rag on them like it is to rag on the USBC.
Don't believe in the Uzi, it just went off in my hand. I, I believe in love.

In my case, I know the secretary sent it in immediately, and I could print (a copy of) one myself very early in the process from the USBC website.
That tells me that it's taking forever for USBC to finish them and get them mailed.

The new cards seem to be an improvement, however, I would prefer they get it to me early and I will laminate it myself so the letters won't rub off. I've bowled 2 tournaments this fall without a current card to show because they are so slow.

I think there is enough blame to go around to secretaries, locals, and USBC. I paid for my card on August 25th, bowl.com says it was received and sent for processing on October 17th. It is now November 21st and still no card. This reflects badly on all levels of USBC. And by the way, locals are a part of USBC and I know that because the locals were required to include USBC in their association name.
