Rerating in first 3 weeks of league

Looking in the rule book, I cant find a section on rerating, does anyone know if there is , or what the rule is?

It's more likely a LEAGUE RULE.  Check your league rules and it should be there. 

Almost every league I've ever bowled in uses the same 9 game standard before adjusting from last year's book average to this year.

It's there to keep the obvious sandbagger from using a lower than normal average from a previous season all year long and benefiting from more handicap than he deserves.

Thats kind of what I figured, I have been away from bowling for a few years, therefore had no book average the past 2 years. Our team for the first 3 weeks has gone undefeated, went to league secretary.com and noticed we now had 4 point in the loss column and my avg was adjusted up 28 pins.  Honestly I dont have a big problem with the losses, just not being told about the adjustment.

If you left the bowling session winning all of the games, then you should have won all the games.  I can't imagine a league going back to previous bowled games and rerating you and changing the outcome. 

Are you saying you started a night with average "X" on the recap and now that average has changed?

Yes we bowled Wednesday night.  Went 8-0 so we were 24 and 0 for the season.  Looked at sheet on leaguesecretary.  We were now 20 and 4, and my average which started as the league vacant 181 was now at 209.

I would review the league rules again to see what the rule is for average used.  If they use a new league established average after 9 games, then you have a legitimate complaint.  Just read the rules for the league and get with the league secretary to see why there was a change in the outcome.

See the league rules regarding entering averages first.

Here's a section about rerating.
Rule 118 – Averages
 118b. How Established
    4- Adult Leagues: The league’s board of directors may, with two-thirds vote, adjust a player’s average
upward during the season. Separate averages must be maintained. The bowler must use the adjusted
average or established league average (whichever is higher) for the remainder of the season.

If you have not bowled in a couple of years, then you will not have a league average.  The 181 vacant cannot be used for your scores.  Your average should have been calculated the first night you bowled.  Apparently this was not done, so your average was corrected and the team scores recalculated.  This was probably just an oversite, that has since been corrected.

In this league the vacant or blind is used for new bowlers as well until the 9 game league average is established.  Ill ask wednesday and see what was said

There is no legal procedure for an arbitrary rerate (as the original poster seems to describe it) under USBC rules, and of course, it's being assumed that the league is USBC-certified.

A league has the option of many procedures (within the scope of its adopted rules) with regard to entering averages, and perhaps with regard to having to use previous season's average (for handicap purposes) for a certain number of early-season games.

But unless the league has adopted specific rules for average and/or handicap adjustment, there is no provision for arbitrary "changing" of averages and/or handicaps. And if a league rule adopted prior to the start of the season is to be changed, it must be done so with UNANIMOUS consent of all team captains.

I think DMonroe is correct.  If no book average, then you had to establish an average that first night.  Chances are based on that 180 vacant average, you were undefeated.  However, someone may have made a mistake and not figured in your established average that first night and continued to use the vacant average.  When they did figure in the established average, it adjusted the wins and losses.  That would be my guess as well.  I would still confront the league secretary and make sure that is what happened though.
