Which one soaks up oil and which one moves oil around on the lane

Depends,
Plastic rolls straighter but is more likely to chip
Urethane hooks more but lasts better.
Myself I prefer plastic for rev dominate bowlers and balanced bowlers who can't straighten out their wrists.
Urethane for bowlers that are speed dominate and the little bit of hook wont hurt.

Plastic is less porous, so it will deposit more oil down lane. Urethane is more porous, so it will remove more oil than plastic.

Also when plastic/urethane is used often, it causes the downlane motion to become more unpredictable do to the deposit of oil being spread all over the lane, as opposed to being removed; Which is why these balls are SO CONDITIONAL and shot specific.

IN GENERAL,
Reactives soak up more oil than urethanes.
Urethanes move oil around and downlane a lot more than reactives.
