They got mine Oct 31st. Still haven't seen one.
Yes, you can always print one from the website and laminate it. Of course, as soon as you do that, it will arrive the next day .....

For the past couple of years I have done my sanction online on Aug 1st. I have my sanction card printed before league starts. In my association, they take too long to send it in and usually I bowl at least 1 or 2 tournaments before card got to me. It was a hassle trying to explain why i don't have my card. So, I sanction online and I have it before tournaments start.

My wife got hers but I don't have mine yet.
The 3 is silent.
How long until we don't even need sanction cards? Seems pointless to spend the money for an online database of all the bowlers in USBC (that is accessible by everyone) and send out sanction cards. The availability of the internet and the ability of individual bowlers to print their own cards makes the USBC issued sanction card unnecessary.
A bag tag with all the information is a good idea, but perhaps issue cards only to those who request it and not eveyone. Might save some coin.
I am not a pro-bowler, but I do play one on BallReviews.com
