Split decision for me. I am a statistical analysis nut in manufacturing. I see great benefit in many things using the data given. Now with that being stated I agree with Slop about problems facing them (USBC) and wonder if the equipment is the biggest hitter. I personally think they are taking the early and easier approach of controlling some variables where they (USBC) hold weight. The manufacturers have to be held to standards or they do not become qualified for use. This puts them at a power disadvantage. If you went with the oiling problem (which i agree is the biggest hitter) you would have fallout from proprietors, bowlers or at least non-compliance. Most are non-compliant now when conditions are pretty wide open due to local limitations. (whether legit or just lazy)You look at losing more membership which would be a no-no. I still believe the USBC are taking steps to try helping out the sport. Their gameplan may not be the most favorable or quickly effective but at least they are doing something. This is more than the last 15 years reign did.
