Ball speed vs static weight

I know static weights aren't supposed to have much of an effect on ball reaction but after watching the old guys in my fun league bowl I think it depends on the speed of the ball. I watch them throw the ball 10 mph or less and get 6, 7, or  8 boards of hook. they have no revs on the ball, they don't use hiperform balls but I don't see anybody using plastic. Where else can the hook come from but static weights?
