I'm thinking of joining I was just wondering if anybody on BR is a member.  Anybody bowling next weekend?

are youth allowed to bowl these? will they convert to scholarship for us?

Currently not, but that could change in the near future.  If youth bowlers are allowed to play, I suspect it will be on a branch by branch basis, rather than national.
