coverstock hardness

whats makes the difference if the coverstock is really soft or hard like the problem that occurred with the sd73 awhile back. I don't really understand why it was a problem. Does it affect reaction or something?????

It WAS for the PBA but not for the ABC/USBC because the hardness minimum level for the PBA was 75, but, for the ABC, it was 73. Now both are the same; so it's no longer a problem for anyone.
