It isn't that the ball was illegal...at the time, it did not meet PBA hardness specs and could not be used on tour.  It was perfectly acceptable for ABC/WIBC competition.

PBA had a hardness limit of 75 and the ABC had a hardness limit of 72.  The SD73 had a hardness of 73.  So it was legal for ABC, but illegal for PBA.
