It would kinda help if you told us what exact reaction you are looking for, and the exact reaction you are getting.  The surface of the ball and the lines you've tried would help too.

You said you arent getting the backend you really want. This is a ball that wasn't intended to be long and strong and then a 4 inch pin is a pretty strong layout regardless of distance from VAL. This is not going to be a long and strong ball. Does it have a balance hole? Depending on what you are actually looking for from it, will depend on where to go from here. Surface adjustments would be the first place to start.

mine was 4-1/2"x 3-1/2" and with a med heavy house shot it was darn near flippy.it reminded me of my black widow solid but could handle the heavier oil.I found it worked best on a blended shot.

i will play different lines, ill either play straight up the 1st arrow OR  ill play left and try to swing it. the ball does NOT  have a balance hole.  what i mean by re-action is  it either over re-acts or it does not re-act enough. very lane tempermental -- at least to me. i have the cover very dull. any suggestions?

I would try and bring the surface up to around 1000 abralon and try it. You have a strong pin placement at 4 inches and a lot of surface so the ball probably hooks early when you play straight and then is out of energy when you try and hook it much.

Did you check around which axis the ball actually stabilizes in the back end? With a 4" pin to PAP, a slight move of your PAP upwards can make the ball migrate towards the pin in the back and instead of the intended PSA axis. the result is a rather rolly, tame back end, a kind of pin axis drilling. Ball shows good midlane, but then seems to flatten out before it enters the pins. I have seen this on a couple of balls around here that had a strong layout on them, e. g. a LevRG, an Attitude Shift and a Black Pearl. Could therefore a drilling mistake, setting the ball up without checking your (current) PAP. If this is the case, you cannot do much, you'd probably have to plug an redrill the ball.

thanks for the replys -- im leaning twoards plug/redrill  --- but i will try  lou's suggestion first and bring the surface to 1000 abralon. if that doesnt work, probally re-drill it.
