I'm not sure what Jorge meant, but that would be true about any ball not just plugged. They don't scrutinize any plugging from what I've seen. The only thing they really care about is how the ball weighs out.

Actually, not really. Any epoxy or polyester resin should be fine.

Sorry, I guess my thoughts didn't translate well. Nothing special about plugged balls, just meant it still has to pass the normal inspection process. And I have seen sometimes when plugging holes, it can put one of the static weights over since the plug is a different weight then the original ball material, very rare, but it does happen.
