If you go to Columbias website, it states that it is a "different formulation" of the Bend It Pearl cover to help it respond to friction faster making it more angular downlane than the Omen.  I happen to look over that ball carefully today as I am looking to drill my son a new piece.

I got a few of these in yesterday and drilled one up for league last night.  Pin over fingers with cg kicked out about 1 inch.  I can tell you next to a polished Omen this ball reacted completely different. 
Once the Vow hits the dry it takes a sharp turn compared to the polished Omen that still had a smoother reaction off of the dry.  The Vow will be great for medium lanes where you need a reaction downlane to carry out the corners.

I have drilled a vow for myself , and for 3 other people thus far. I am in love with my vow. It and the mass eruption are probably my 2 favorite bowling balls right now. Everyone I have drilled these balls for are in love with the vow. They all see easy lenght , and a very snappy , yet controllable backend motion. If you think the enigma hits hard (and it does). Wait until you throw the vow. This ball is really a wow ball. This ball should be a real contender for 2013 ball of the year. USBC Bronze certified coach ........ Anthony.

The Vow is more of a pearl than the Omen, both are the same coverstock just a different mixture of solid/pearl. Kind of like the Persevere/Endure on the Ebo side.
