Surface Prep without Spinner?

OK - possibly dumb question here, but I'm here to learn:

Is it possible to do some light at-home surface prep without a spinner? More specifically,  - dulling the surface as opposed to polishing.

If so, (and given that the right grit pad has been selected), what would the technique be?

I take some water or clean and dull, put it on the pad and hit the ball with the pad... usually a 600 pad or something like that... I haven't tried anything higher than 1000
