how can i measure the angle on a bowling ball ??

&&

will the strong position(mass bias) be the same for a 3"PAP(low track) and a 6"PAP bowler ??

chun,
strong position for a mass bias placement for a right hander (opposite for left) is approx an inch from the thumbhole to the right.  If the ball does NOT have a marked mass bias, a line drawn from the pin thru the cg marked at 6 3/4" would be the mass bias location.

Picture imaginary lines from PAP to Pin to CG and figure the correct degree of angle. When mass bias is present disregard cg especially when MB is not inline. Remember you can have same degree of layout and get totally different reactions dependant on the length of the Pin to PAP also.
The answer is no not exactly the same location. It should  usually be close to where Jeff said but due to  different PAPs its location should vary.
