Pin In vs. Pin Out

"Pin In" vs. "Pin Out" ball reaction. A pin in a ball will have more length and a sharper breakpoint. The pin out will create more flare and thus roll earlier and have a smoother motion at the breakpoint. This is based on the pin being placed the same distance from the bowler's axis point on each ball.

I copied this from a ball company site. I thought pin-in would give you a more controlled roll with an arcing ball path? Isn't the above statement incorrect?
