Positive Axis Point Importance

I know drilling off your Positive Axis Point is important but what would you lose as far as overall hook and reaction if you don't drill off your own PAP. I ask this because if I buy a ball from someone on here or off Ebay I usually just put new grips in and plug and redrill the thumb to my fit. The ball obviously was originally drilled off someone else PAP, so how much would this theoretically hurt me by not having it totally plugged and redrilled off my PAP. Would it effect a higher average bowler as opposed to a someone with a lower average and would it effect someone more based on the type of roll that have on their ball. I would appreciate any input anyone has on this.
