Just wanted to know if using damp cloth that has water on it is legal and will it change the shot on the lanes...

I don't know for certain, but I doubt it's illegal. HOWEVER, my concern would be that the water drips somewhere, someone else steps in it, and you have war on your hands!
 
After posting this I will see if I can find anything official.

On edit, approved cleaners (for use during play) are those that don't effect the hardness of the ball, or have abrasives.  Any approved cleaner must be completely wiped/dried off before delivery of the shot.  With that in mind, it shouldn't alter the lane condition more than any other approved cleaner being used by someone else.

Water seems to qualify here, if dried off, UNLESS, it drips on the floor, and causes someone to stick or otherwise deface the approach (rule 12).

Okay - Because I have wet cloth and then I use a dry cloth.  The wet cloth gives it that grip feeling and the dry cloth removes the moisture... I get better reaction from the ball...

This wouldn't be me, but I could see someone get their panties in a wad over using water by itself.  I can't see why it would be illegal, but it IS NOT on the approved chemicals list.  In theory, someone could tell you you cannot use water, though I would hope not.  But we all know there is that one person who defies normal logic in every center.

Probably because it is a foreign substance on the ball. Not sure exactly what the definition is, but it is basically illegal to leave anything on the surface of the ball and throw it down the lane for score. The basic bad thing is rosin, which many people do not wipe off the ball before throwing it. That is illegal. It's not what it does. It's that anything on the ball other than ball is illegal, while it's going down the lane.

Just so much b.s.  So if somebody leaves their ball in the trunk on a cold day, comes in, has to roll right away because he's late, you're saying his ball is illegal because of the condensation on it as it rolls down the lane.  Here's your guy who defies normal logic any chance he gets.

Long Gone also posts the honest truth which is why i respect him. He posts these things knowing some may not like it.
