Not that it's a big deal at all, but I find it ironic that people (including myself on one league) pay sanction fees and the league has the audacity to use the previous league season average. This should be illegal. Does it really matter if you use a book or league average? It does if you work to achieve that book average and pay santion fees it does. I never understood why it isn't a USBC rule. Not to mention this one league I'd say only half the bowlers return and new bowlers come in then they have ro set average. I'd say most all these people are currently santioned and have a book average.

I'm not sure what you are refering to, book average comes from the league averages as of a certain date.  Here the date is April 15th.  The book lists a separate average for each league bowled with a minimum of 21 games.

Most leagues here use book to determine entering average for team entering max.  A few use the book average for the first 9 games for handicap purposes, then reverts to sheet average.

That's the way we do it here as well.  Last year's average from this league has the first priority (for those 9 games).  If you are new to the league, whether you have a card average or not, you set an average the first night.  We don't have a 5-pin- or 10-pin-drop rule, though it'd be nice.

Okay.  In my home center the order is 1) Book from the same league, 2) House book 3) Highest book 4) Highest 2 year book if none of them this is where is gets messed up the league has a set score in one it is 150 for males and 125 for females.  This has been used to stack a team many times.  They get a bowler who has not booked, but bowls in 2 years.  They were a 190 - 200+ average and they get to come in at 150

It makes sense to use the book. Supose you averaged in the (previous league season) 20 or so pins less then the book. Your other average which is the higher one happens to use rules that use the USBC book average, not a previous league average. If both leagues used book average then the first league I told you about would have forced you to use your higher average.
