Habitual excessive time

I bowled S/D last night.  We started at 11:30 pm because a team took 4 hours and 15 minutes to finish.  No breakdowns or equipment problems.  They were in the 5th frame of their last game when all other teams were done.  Since they were bowling last night, it could very well be that they were already being put in that squad for previous issues with excessive time.  Thoughts?  Anyone know if there is a consequence for reprated time violations?

Not so much a penalty but they do note slower teams and individuals and try to put them on end pairs so they have less lanes on either side to wait on.

I believe this is the first year for this rule.

From the 2018 open rules.

"Teams/bowlers who receive a formal warning for slow bowling and/or have a history
of not completing their competition on time may be assigned to the final squad of the
day in future Open Championships.
Squad durations begin with first ball delivered for score and should be completed in:
Team Event - 3 hours and 20 minutes / Doubles & Singles – 3 hours and 40 minute"

We will have to see if they follow thru on this.
