The fastest and easiest way is to join a sanctioned league. Some tournaments can sell you a card.

see if you can buy one through your center. Most centers will do that for you. If not, check with your local assn - ask them what you need to do.

When I was secretary of a league, I had a few bowlers sanction through our league and never bowled in it.  Two of them were members on the local youth board and no longer bowled, but were required to be sanctioned.
