If that ball did hook at all, it hooked at the arrows.  That's entirely too much surface for any condition.  If the oil was as heavy as you say, you AREN'T going to get much hook.  You especially won't get motion on the back part of the lane.  What you need to do on an absolute flood is move your target in close to the headpin (since the ball won't be hooking back into it much), slow your speed, and tumble the ball end over end to promote a strong roll.  Your goal is to create some entry angle and reduce deflection when the ball hits the pins.  Your goal is NOT to hook the ball necessarily.

I have a friend that sanded an old retired blue hammer down to 60 grit and it looked like he had thrown it on a gravel driveway.

I cannot imagine 60 grit ever working on anything. Plastic at that grit would be a disaster, your doing harm by doing that but if that is your prerogative so be it.

I personally would have used plastic direct or maybe tried a weaker ball, you may not have had that extreme of a condition as you thought, it happens quite often that people think they know whats up but to be completely off when it comes to an oil pattern.

If I were you next time this happens, i wouldn't got to as an extreme in your sanding. I would say 400 or 500 and play a more direct line to then pocket with as suggested earlier in post a more end over end roll with slower speed. DOing this will improve your game as well because it will focus on consistency of your shot.

I also belive 60 grit on a bowling ball may be bad for the ball as well.

The duller the surface, the slower the response to friction. At 60 grit you had no chance for the ball to hook. I'd try 400 at the low end or 1000 for better results depending on the exact conditions.
